Past, Present, and Future: Designing Europe's Energy Efficiency Framework for the Decade Ahead

Background

The European Commission is preparing a legislative proposal for the post-2030 energy efficiency framework, scheduled for Q4 2026. This initiative, encompassing a modernized, strengthened, and streamlined regulatory framework for energy efficiency, will contribute to reaching the provisionally agreed target of reducing net greenhouse gas emissions by 90% in 2040 compared to 1990, while strengthening EU competitiveness, improving energy security, and ensuring affordability for citizens and businesses. Despite some progress in energy efficiency over recent years and the benefits it brought thanks to previous editions of European energy efficiency legislation, substantial barriers and untapped potential remain. The question now is how to design the post-2030 framework in order for energy efficiency to support a cost-efficient reaching of the 2040-target, remove barriers, and accelerate investments.

Purpose

The workshop explores the past, present and future of European energy efficiency policy. It brings together policymakers previously involved in major EU energy efficiency legislation, offering learnings from the past, while also exploring the guiding principles, policy priorities, and concrete elements for the EU’s post-2030 energy efficiency framework. Based on the discussions, forward-looking and concrete policy recommendations will be gathered by the organisers and sent to the Commissioner for Energy and Housing, Dan Jørgensen.

  • Intervention by the European Commission, giving status on EED implementation so far while also sharing the planned objectives, policy options, and results of initiated stakeholder consultations so far.
  • Round of industry stakeholders voicing their insights on market barriers and how to accelerate investments for the future.
  • Feedback from European Commission and European Parliament and discussion.
